Horvat & Partners

Who we are

Horvat & Partners is an established name in the infrastructure sector. We support Dutch public clients in the infrastructure sector with advisory work to achieve their intended results. We have been involved in the major Dutch infrastructure projects over the past decades identifying project risk, evaluating project performance and carrying out technical analyses.

Our office is located in a historic building in the Delft city center, where we work with a tight-knit team of consultants collaborating closely to provide the best services to our clients. In addition to our work, we regularly organize drinks and other activities, have extensive lunches, and the Christmas dinner is an annual highlight.  Our proximity to the university allows us to keep close contacts with the academic community, which helps us stay up-to-date with the latest trends in our field.

The work we do

We advise clients across the Dutch infrastructure sector, from traffic and transport engineering to hydraulic engineering, and from utility construction to rail and tunnels. Our consulting work ranges from technical design to project control and contract management. From planning and preparation to execution, and maintenance, we are involved in every stage of the process. This diverse range of operation allows us to apply best practices from one area or project to another, ensuring our clients benefit from our variety of experience. No two projects at Horvat are the same.

With our know-how, we contributed to some of the most impactful infrastructure developments in the Netherlands for the past two decades, like Zuidasdok, the high-frequency rail programme, the SAA-highway programme and the renovation of the Van Brienenoord bridge. Among our clients are the large commissioning parties for infrastructure works in the Netherlands, like ministries, provinces, and (semi-)public entities like Rijkswaterstaat, ProRail, NS and Schiphol.

We believe that a thorough understanding of our assignments allows us to provide better analyses and advice. For this reason, our consultants have a solid technical background and extensive experience in the infrastructure sector. Where we feel the need for additional expertise, we rely on an extensive network of external experts who can reinforce our team ad hoc, such as legal experts, cost engineers, and safety specialists, considered authorities in their respective fields. This ensures we can uphold our quality standards across the entire spectrum of infrastructure. On top of that we keep close contacts with the academic community, which helps us stay up-to-date with the latest trends in our field.
